shuhrat-munirShuhrat Munir, Health Economist and National Health Accounts (NHA) team leader at Health Economics & Financing Directorate (HEFD), Ministry of Public Health As National Health Accounts (NHA) team leader and a previous technical advisor to NHA; I have been involved in the production of the second NHA and first reproductive health sub-account in Afghanistan. Currently at HEFD I am in the process of producing Afghanistan third round of NHA that will provide valuable information for the policy and decision makers, this report include disease and services accounts of Reproductive Health , Child Health, HIV/AID, Malaria and Tuberculosis. Also involved in various costing studies conducted in Ministry of Public health; for instance costing studies of first and second round of Kabul National hospitals, costing of Health Care Financing Strategy 2014-2018, Monitoring and Evaluation (M&E) strategy costing exercise, costing of Human resource strategy, reproductive health strategy, French Medical Institute for Children (FMIC), costing of Basic Package of Health Service and Essential Package of Hospital Services (BPHS and EPHS). I am also a member of resource tracking survey study, and involved in two rounds of Public Expenditure Tracking Survey (PETS) of all Kabul National hospitals and healthcare services at BPHS and EPHS level which is conducted for the first time in country; I took part and led the Economic Evaluation of the Potential for Local Pharmaceutical Production in Afghanistan. Took part in qualitative and quantitative study of Result Based Financing (RBF).
Dr. Munir graduated from Kabul Medical University as a Medical Doctor, and served as a pediatrician in Maiwand Teaching hospital for one year. He has a MSc degree in Health Economics and Health Care management from Chulalongkorn, University Bangkok, Thailand.
